My guess is they wouldn't even do blasting if they encountered hard enough rock. They would probably have to go with the pneumatic chisel approach (attached to an excavator arm) to slowly remove the rock. 

All these projects have a decent idea of what is below the surface via geotechnical data collected during design. The intent of the Geotech is to establish ground suitability and compaction for the project, but if that testing hits rock at a higher elevation, than that can be planned for in the construction process.

Haven’t some of the properties along the south side been bought in recent months? There’s a block or two of one story retail that would be great if it were kept and spruced up with residential mixed used high rise on the parking lot behind them. But as is usually the case I expect they’ll be leveled and replaced with more of the same glass boxes going up in midtown.
