Yep Duke it is.  Atrium will be the largest by several hundred Licensed Beds (2027) if Duke doesn’t implement any large expansion plans themselves.  I don’t foresee that since both WakeMed & UNC Hospitals have the Triangle region blanketed with Level 1 Trauma Care and a ton of other Specialties.  The Charlotte Metro only has One (1) Level 1 Trauma Hospital which covers the entirety of the Western half of North Carolina along with Baptist Hospital in W-S.

CBJ reports groundbreaking for the Pearl was today and the first med school class will enroll in 2024.

The story also features one of the worst Charlotte-specific typos I have ever seen. I have screenshotted it for posterity. OOPS! (Dollar General is not the company that Levine  sold to Dollar Tree for $9.5 billion)

The government subsidies include clawbacks if the developers don't manage to land a 4 or 5 star brand, but there is a risk Four Seasons doesn't sign on the dotted line with the developers and they end up with a 4 star Westin.

Sort of like reserving hotel rooms on Hotwire.  You bid on a certain caliber of hotel at an unbelievable rate, then commit and purchase and end up with whatever they have in inventory.

30 years ago when the Panthers and Jerry Richardson were petitioning the NFL for our football team there were several other bidders for a team. Jacksonville was one of them. Also Memphis, St Louis and Baltimore. There were other less serious bidders and Jacksonville was considered to be better placed in that "less serious" class. The decision was to be announced on a certain day and on that date Charlotte was chosen but there was a delay on the other franchise. The remaining cities refreshed their offers. Some time later the final announcement came: Jacksonville. The overwhelming response was "WHAA?." I have no gif to express how incomprehensible that announcement was, both here, where we safely had our franchise, as well as elsewhere. That general response has been justified over time.

It sounds like Four Seasons has already signed the contract and is just keeping quiet yet still no signs of a Charlotte hotel.
