I think 25 would the maximum without looking completely out of place. Demand plays the biggest role in building height, and I honestly don't see Portland ever being able to support anything 30 stories high (atleast not during our lifetimes). The second biggest factor in building height seems to be the community, and the local community probably wouldn't want some "superscraper" blocking all their sun and view of the ocean. All Portland really needs is some more infill and I will be happy.
