Number 11 is do-able by the next census, but it will be close. Detroit would be down to about 850,000 if the trends continue. If you count the independent cities, Jacksonville is already about 812,000. Considering their residents are taxed and represented by Jax's mayor and council, it's not too much of a stretch to include them.
