It actually takes 2 officers up to four hours to process one drunk driving suspect. Some smaller towns only have two officers on the road at night, or not many more than two. You can see how this would be a problem for the department when all or most of their force is tied up with one issue. That is why historically you've seen other remedies to this problem by the police like taking a drivers keys, escorting people home, calling people cabs...

If Providence had more of a bus/cab mentality associated with its club-goers (like many other cities) then we wouldn't have such a problem.
