Not too sure, but I bet New York has to be number one, then maybe Chicago? We mean offices and residential, correct? Portland has a very dense downtown, and San Francisco. Miami, Boston and DC should be pretty high up too I'd imagine.

Dense as far as population density, or dense as far as most activity in the least amount of space? If its the latter, Pittsburgh would have to qualify, the rivers the hills the hollows all add some great beauty to downtown, southshore and northshore but makes it one of the tightest squeezes in the world for major development. Much like Hong Kong and its love/hate relationship with water and hills.
