ACLU Challenges City's Ban on Panhandling

It looks like the ACLU (American Civil Liberties Union) will try to find a lawsuit against the city's recently signed ban on panhandling as soon as it can find a good plaintiff. The ACLU says that this ban restricts the first amendment too much, yet the city says that it is completely within the bounds of the Constitution.
