Capping Developer Fees

I am a volunteer with a CDC in Pittsburgh and have been assigned the task to find out how CDCs' developer fees are calculated when receiving various funding.

In Pittsburgh, most CDC development projects are supported by funds from the Urban Redevelopment Authority of Pittsburgh (www.URA.org). In receiving these funds, the CDCs must agree to cap their development fees at a rate of 5% of hard costs. Might your city have a similar funding entity? And if so, what is their policy on calculating the CDC developer fees?
