If we are willing to give them those incentives, then THEY should be willing to locate in an area that we are trying to revitalize. If they are willing to locate as part of the Pleasantburg master plan, or even part of a nicer development on Laurens, then it is worth considering. But if they think they can get a great suburban location like Woodruff or Pelham, then I say there's no way we should give them those incentives.
