thats over one of the interstates.. ive seen in like once or twice.. but i cant recall the exact place it is.

It's not over an interstate. It's train tracks over Cooper Avenue, decorated as an entrance to the Cooper-Young neighborhood.

It's also one of the projects from the Urban Art Commission, I believe, sorta like the bike racks downtown and the trolley stops along Madison...
