Not in the city limits. It could annex if they choose to, as it is contiguous. The County is the main driver of the Corridor plans, the city is a stakeholder though.

I don't think the city does allow them.  They used to be at 516 Rutherford.  I assume they just moved outside the city.  That is the same reason Cash America on Pleasantburg is moving down the street from their current location as well.

City only allows pawn shops in S-1 zoning (unless they are able to get a variance or some other measure).

Anyone know if the development applied for a water tap with Greenville Water? That would determine if the city can annex it or not.

Perhaps they will build the building then annex, so it can't be turned down as easily.

Well, even with that, the city can force the use out after a period of time. I think it was five years.

Right now, the things I can see that would stop the city from annexing are:

1) No water tap was needed so therefore there is no water covenant

2) The city doesn't want the property for varying issues
