Yes. This goes back to the late 80's.

That is one of at least two or three designs for a new City Hall. The idea was to build a new City Hall on the site of the Hartford Public Library. Under this plan, the Library would move across the street into the (old) City Hall building.

On first blush that's pretty damn sexy, though the interaction to the street seems horrid (as per most 70s/80s designs). Is the City Hall currently situated in an historic structure?

Yep, if you look, the current City Hall is on the left hand side of the picture. It a really nice, old building, not sure the style, I might say Gothic, but I could be wrong.

The building is a classic example of beaux-arts architecture. It would be the perfect home to a future museum, or an expansion of the Wadsworth.
