In the city planning agenda for their September meeting is a zoning amendment for University Village. Guessing this is tied to the mixed-use development they want to build with the Publix store as an anchor:

CITY PLANNING COMMISSION, for a zoning text amendment to the Norfolk Zoning

We have some updated renderings of this mixed-use development on the City Planning Agenda for Oct. 27th. There are more renderings on the Agenda at the attached link. The agenda item is as follows:

ODU REAL ESTATE FOUNDATION, for a change of zoning from C-C (Community – Commercial) to UV (University Village) at 1056, 1064, 1070, 1080 W 39th Street, N S W 39th Street (GPIN: 1428672669, 1428672647, and 1428670645), 1035- 1089, W 40th Street, 1041-1083 W 41st Street, and 3912, 4000, 4024 Hampton Boulevard. The purpose of this request is to allow a mixed-use development with 357 multi-family dwelling units. Staff contact: Susan Pollock at (757) 664-4765, [email protected]

ODU's capital construction projects page has been updated with two new projects. First is the Public Safety building, which will be a $4.5 million renovation of the ODU Inn. Second is a 48th Street Renovation which includes making it a paved walkway.

I don’t like how they have the loading area for the grocery store facing the street corner. That corner should be used for an entrance or something to activate the urban streetscape. But overall it’s not a bad proposal.

That corner is facing the radio store that refused to sell their land to ODU, and right now there aren't any plans to update the parcels around it. It might not be the best look arriving north from Hampton blvd but it is the least active corner they could have chosen
