The DNC has agreements about the order of these things. Iowa will be the caucus state and N.H. will be the first primary. I know other states have tried to jockey for position in this and it's never worked out with the powers that be.

Years ago, there used to be primaries as late as June which actually gave late states more leverage since early losers had the chance to regroup and challenge. Now, the season is over by March and the early winners out of Iowa, NH, and SC have the proverbial 'big mo" and the money. Ironically, every state wanting an early primary probably cost them influence.
