Southern State with rep's of doing things backwards

I know everyone has their opinion about every state south of the mason dixson line. But what state comes to mind for having a bad reputation of doing things backwards. I am from S.C. and in my mind South Carolina comes to mind. Can I please have someone else's opinion?
