dirt roads and commuters

Saw this link on the front page about roads in the exurban areas around DC not keeping up with the pace of sprawl. What do you think?

I say that rural impact fees should be raised to cover 100% of the road improvements and freeway expansions associated with rural sprawl. I think these road improvements should also include amenities like sidewalks, because in my opinion, sidewalks are an essential service in areas where people live - rural, suburban, AND urban.

All this could drive rural home prices up significantly ($10,000 per home?) rather than perpetual subsidization of sprawl through a commitment to extend infrastructure wherever people go, free-of-cost.
