I have long loved seattle, it is such a cool city. My sister is interested in going to UWS for she heard they have a good theater program. Is it hard to get into out of state? What are the Requirements?

It's UW, not UWS. There is no "Seattle" in its name, it is the University of Washington. Yes, it is tough to get in to. If you are a good student with good grades, test scores, and have taken some higher level classes, you will have a better chance. But since it is drama, I am not sure how that works.
