I think you are misreading it. Albeit, it is a little confusing.

With money cleared from the West End, White said the city's surplus funds should be turned toward the northern end of downtown.

 

 

I take it to mean the city will likely build multiple smaller garages with the money from the county, rather than the 1,000 space idea that was publicized before. These would still be in the West End. The parking revenue surplus would be spent for parking elsewhere. That is what I took from it, anyway. 

The ordinance providing the county money clear requires that it must be spent in the West End.

They usually set them off from County Square... did they move?

They were shot off from Greenville High School at the practice football field behind the main school building from what I understand.

I never actually thought about it until now, but there is no dedicated parking for this building, so full time restaurant would be a challenge I suppose. 

I never thought of that either. Parking will still be a challenge if it's an event space...
