What other development? It is a miracle they got this little building in where it is. Nothing really lost here except a small parking lot or a 7-11

I would also add what Performing Arts Center and for who? Given that the city owns Chrysler Hall, Little Hall, the Wells, Harrison Opera House, and the Attucks; and that there is also the Roper, Granby, and Little Theatre in just Norfolk; it's hard to imagine anyone building another theater anytime soon. Although ODU is. I can't see another downtown theater anytime soon.
