people hanging out on the streets is going to be a problem anywhere, regardless of the type of business downstairs, next door, wherever. that type of noise can't be taken care of as easily as the music issue. as you said, there will always be people who love to hang around, and that's up to the cops to disperse them.

good point, but at the hours you try to call the police no one is available to dispurse the situation.
