The teensy orange sign says something like "RETAIL OPEN" (yer standard highway sign jargon). I would have made large visible openings in the fencing and put some massive arrows with

---> ACCESS

or

--->SUBWAY ENTRANCE

Subway has been taping a huge "OPEN" sign to the bottom of their regular sign. I haven't been through the tunnel in a while, so I'm not sure if that's been helping their business much...
