^Well, when I read the article, one thing in particular stuck out - the estimated cost of $2 billion to complete the project, when North Korea's entire domestic product is around $20 billion. That would seem to make this grossly unaffordable. I assume skilled workers can't be treated as slaves to make this happen...

I think I remember reading elsewhere that the concrete is so bad, some of the floors and columns are sagging visibly. This continuation of work is supposedly to 'pretty' it up so that it doesn't look bad. I'm guessing some work will be done to ensure it doesn't collapse as well, but I highly doubt it's going to be used for much more than communications antennae.
