I think that is a great idea. Although the final designs are ready yet that is the perfect location. It basically follows the Port Authority model in NYC. The PA buildin the WTC as a financial venture backed by the state. IT was quite lucrative as our MTA recently had a $1B SURPLUS!!! Go Muni!!!

I would definitely like to see this happen. I think it'd be a big plus for the city, and California!
