Tempered glasses on high-rise condo

Why tempered window glasses on many of the high-rise condos (Spire, Plaza Midtown...) scratch so easily? Maybe this is just a special case but my tempered windows glasses start to show numerous scratches without any apparent reason. I did use windex and paper tower to clean some glasses once. Has this happened to anyone else? Is this a quality issue? How do I prevent it from happening?

I've been in my condo for four years now and only have one significant scratch on a window. I haven't tried anything to get rid of it.

One thing that does annoy me about my windows is that one of them apparently was installed differently from the others and ends up with a double image when looking through it.
