These High crime rates can probably be attributed to the tourists who get a little too rowdy on Beale.

One problem with computing downtown crime rates for any city is determining the proper population of the downtown. If you include only residents, the crime rate will be higher. If you include office workers and tourists, the total population is higher and the rate is lower.

Another thing to remember is that a lot of crimes aren't reported to the police. So data is probably lower than actual incidents. This was mentioned in http://paulryburn.com/blog/ (Search for "Crime in Downtown Memphis").
