What is this?

I found this on Bidclerk and was wondering what this would be. It's a 10 story waterfront condo development with 188 units, boat docks, retail and restauants on the river. It's planned to start in 1st Qtr 2007. Could this be part of the Sounds Development? Here's the link:

Sorry Hank, You may have missed that one. i think you may have been gone. It seems there are so many projects, its getting hard to keep track of all of them.

By the way, I was in your great city on the 5th (my birthday) and did the DUCK tour and did the waterfront and ate at the Pickle Barr ell. I love the city. It was not a good day for pictures because of the clouds.
