WE also have to keep in mind just how much infrastructure we don't see with projects such as these. The vast majority of the money spent will never be seen by the general public, but are absolutely essential to the project. Add in the relocation of the freight terminal as downtownresident mentioned and the fact it is an addition (always more expensive than building new), plus inflation and the $250 million can very quickly be understood. 

Isn't the satellite concourse above $100 million now?

Update. 
The Departures level roadway will be CLOSED between 7 p.m. and 4 a.m. TONIGHT to accommodate the current phase of our BNA® Vision construction on the new terminal lobby and central checkpoint. All terminal traffic will be routed to the Arrivals level for pick-ups and drop-offs during these hours to keep our passengers safe while construction is overhead. They designated a place in the new terminal design should light rail eventually be built to the airport. There has never been any plan announced to actually propose and fund the construction of that infrastructure.

What I meant was I thought there was a monorail just to get around the airport and to the hotel etc. I remember a rendering showing the layout, but maybe I misunderstood the type of rail.

I could be wrong, but I believe the proposed LRT link was somewhat elevated upon it's approach to the terminal, and actually came up directly to it, so I'm thinking that is probably what you saw in renderings, and it would be totally understandable if you saw that and assumed it was a Monorail terminal link.

I pondered that initially myself when the designs were announced.  But then I got to thinking that it might cause some severe reflection/glare issues for control towers and pilots at various times of day.
