That's because there isn't... I don't mean that in a cheeky/snarky way either, I mean your observation is correct in that there literally is no rhyme or reason or plan or structure of any kind in Houston.  I'm not a fan, personally.

Right.... because satisfying someone's aesthetic sensibilities is always a good reason to take away another person's property right.

Mixed use is ridiculous?  Personally I'm fine with that house next to the garage.  I could ask for some street activation for the garage, but I don't want to live in a city that's too closely controlled by somebody's banal  and narrow-minded aesthetic.  

Edit:  I just re-read this and if it looks like I was calling you banal and narrow-minded, nashville, that's not what I meant.  I was thinking about things like signage restrictions which I feel almost always go too far.
