Good question, but I believe that is a slightly raised median. I recall many "wide" highways that had become urban streets around Atlanta that had those remaining medians well into the 1980s. Highway 41 at the Chattahoochee had them until very recently.

I was wondering if they did that on the Tennessee Tower.  I remember in the 70's and 80's during TSU's and Vandy's homecomings National Life would spell out TSU and Vandy on each side of the building.  It was pretty cool to see.  Since I no longer live in Nashville I don't know if the State of TN has ever initiated any words on the tower for special events, etc.  I've not seen any when I've been in town during either TSU's or Vandy's homecoming weeks.  I know National Life also used to do a Christmas Tree, and Happy 4th for July 4th.  I believe they also did a pumpkin for Halloween.

It was indeed a slightly raised median with groves in it to deter cars from riding on it.  But you could still make turns over it because it wasn't designed to inhibit turning.  I hated driving over it.  I believe it was removed in stages.  If I recall the area shown in the picture (from 25th/West End up to 31st) is where it stayed the longest.  If I recall it was removed during the late 80's to create a turn lane.
