Street and Streetlight standards

Someone recently mentioned that he counted a large number of streetlight standards on West End Ave. Who decides what designs and such will be used? There's some old ones at Broadway and 16th or 17th that I think are really cool looking. Do you guys like the new black ones in the CBD? I like horizontal lights like you see in Florida often. I think the only horizontal ones in Nashville are under Vietnam Veterans Blvd on Rivergate Pkwy. Can someone verify?
