Urban Planning programs and GRE's

I am currently looking at Urban and Regional Planning programs, specifically in the Pacific Northwest. I have found that some schools that I am looking at (Portland State, Eastern WA, U of Ore) do NOT require the GRE. However, U of WA does. I am wondering why is this? Does this just mean the program is not as competitive to get accepted into? I haven't had any luck getting a response from the admission offices.
