No, Columbia's site was chosen to be the new location for the capital of SC by the General Assembly in Charleston (the old capital of SC), and the area was then planned accordingly. They layed out a 2 sq mi. area with 400 blocks. The roads were built as the city grew.

It recieved its first charter in 1805 - waay before Sherman in 1855.

some more trivia about Columbia-

All of the original grid of streets are 100ft wide except for the two thoroughfares of Assembly St. and Taylor. which are 150ft wide.

The reasoning behind this is that at the time is was thought that mosquitos could only fly 60ft without food and would die, so by making the roads wide enough it would stop or at least slow or the spread of disease.
