Preserving the character of a city v. modernization

Here's an article from the NY Times today about an architectural design competition for a new headquarters for the largest energy company in Russia to be built in St. Petersburg. Obviously, people in cities all around the world are facing the same dilemmas we are in Nashville.

There are important differences between the St. Petersburg and Nashville Westin proposal, but I thought it was interesting to hear how similar the debate is in both places, on both sides of the issue.

I may not be from nashville or st.petersburg but it may look out of place at first but that will change. At first nobody wanted the Eiffel Tower and were disgusted about it but now its a national icon.
