Homelessness Power Project

This is the 2nd time I have been reminded of this project. It's an interesting idea, my real question is:

Where will they put it and where would people not complain about a project such as this going in?

Although this seems like an intriguing idea in principle, chronic homelessness has been shown in several cases to be a lifestyle choice. I was talking to a guy from Finland that's at my school and he noted that they still have homeless roaming around even though the government provides them housing and other resource options!!
