The Washington Park sub-neighborhood of Over-the-Rhine stretches west to east from Central Parkway to Race St. and north to south from Liberty St. to Central Parkway. This mini-tour encompasses the two-block area of Elm St. between 12th and 14th Streets, plus the adjacent Washington Park.

Very Nice. But im confused as to what Over-The -Rhine is. Is it its own municipality or is it just a neighborhood in Cincinnati?

Oops...I should have been more clear.

Over-the-Rhine is the neighborhood directly to the north of the CBD. It was once heavily German when Central Parkway was the Miami and Erie Canal (which they referred to as the "Rhine"). In the mid-1900s it became heavily Appalachian and then eventually mostly black. It's pretty distressed generally, but it's extremely well-preserved.
