No it's not. It's not easy, but it's not like things are falling apart and neiman marcus is going out of business. Not even close. The city has suffered, for the last half a century. The suburbs have had some hiccups but you still don't feel like your in some kind of depression there.

The top 20 or so cities have virtually the same rate. Every quarter a new city takes the top spot and the previous #1 city could drop down to #25 in the next quarter. Detroit (because many people like to view it as America's redheaded stepchild) gets a lot of attention when it tops such a list. For example when Detroit had the highest poverty rate (according to the Census Bureau) the national media had a field day. However when Miami or Cleveland, or whoever tops the list it doesn't matter.
