Solution to the jail problem

I had a brain storm last nite. The SC Sheriff wants a new jail to be built at a cost of about $250MM. How much would it cost to convert the Pyramid to a jail? Could it be done for, say $50MM? How many criminals can you stack up like fire wood in the arena area? Put the hardened criminals in the observation deck....

that's a great idea but it will never happen. I say they convert the Pyramid and Coliseum into jails...
