The truth is many of those areas like the Cardinal should have been annexed a long time ago. I do recall a city councilman saying a while back we needed to annex in time for th 2010 census but I dont think its the real reason. Cities are struggling now and lets face it. Government needs the tax dollars.

actually you can add about 2,000 more people to that count. Before the annexation Greensboro's population was actually 247,183 and not 245,000. That means Greensboro's population is 257,183. wont be long before Greensboro hits 260,000. Greensboro has added almost 60,000 people in 10 years. A few years before the year 2000 Greensboro had just past the 200,000 mark. This is the fast growth spurt Greensboro has seen in decades. If Greensboro continues to grow at this rate, provided there are no radical changes in annexation laws, Greensboro would have about 320,000 people in about 10 years.

In this particular case, it's really annexation more so than sprawl that Greensboro is directly responsible for. And at least theoretically (and sometimes practically), it's better for the surrounding suburban areas to be in the city than not.

Yes, and there's a number of cities by which Greensboro does sprawl in comparison; my point was more that saying Greensboro has overtaken a city such as St Petersburg based solely on population is akin to saying Greensboro is now nearly half Atlanta's size.

^That's because city limits are arbitrary and the way cities are able to expand their boundaries differ from jurisdiction to jurisdiction. While municipal populations serve their purpose (expanding the tax base, etc.), urbanized area and metro population are more accurate ways to measure a city's true size and influence. But it doesn't hurt to have the exposure that a higher city population brings.
