Ocean State Testing Finds

New Home at Quonset

When Ocean State Testing Inc. received notice that the R.I. National Guard would be acquiring their property by eminent domain, the Quonset Development Corporation (QDC) worked with the company to help it relocate in the Quonset Business Park. This month, Ocean State Testing celebrated the groundbreaking of its new 12,000 square-foot building at Quonset. To assist Ocean State Testing, QDC reduced the price of land by 20%, decreased the minimum required lot size from 1.5 acres to one acre and reduced the deposit payment for the company. QDC also did the same for four other displaced tenants. Norm King, a retiree and long-time employee at Ocean State Testing said, QDC was very fair and helpful through the entire process."

Founded in 1976, Ocean State Testing specializes in non-destructive testing, inspecting and evaluating of components and materials. Testing mostly metal parts used in airplanes, helicopters and submarines, the company has worked on numerous Navy contracts. The company's new building will feature a state-of-the-art welding facility where Community College of Rhode Island students will be able to take welding classes as part of their course of study.

Rapid Growth at Quonset's

Electric Boat Facility

Electric Boat's Quonset facility is humming these days, mirroring rapid growth within the submarine industry. "The sub builder is thriving as a result of the government's attention to long-term defense needs," said a recent Providence Journal article.

Electric Boat currently produces one Virginia-class submarine per year. Recent action by Congress, however, will add one more submarine per year by 2012, if not earlier. Last year alone, Electric Boat at Quonset added 300 jobs to their work force, for a total of 2,200 employees.

Recent Improvements Make Quonset

Beaches More "User-Friendly"

We featured Quonset's great beaches, an important amenity at the Quonset Business Park, in our last edition. Now, thanks to the Providence Journal, the rest of the world knows about our "user-friendly" beaches located "off-the-beaten path". QDC's recent improvements allow beach goers to take advantage of updated amenities including parking lots, bike racks, picnic tables and beautiful landscaping surrounding the beaches.

Construction Note:

Work Begins on New Connector Road

Quonset Development Corporation (QDC) began construction on the new connector road in the Gateway parcel on May 12. The design for the new connector road is identical to the one that the QDC, the town and the neighbors agreed to as a compromise over 18 months ago. The plan was also approved the Community Advisory Committee. The road will improve access to Commerce Park, the Port at Davisville and other waterfront parcels.

Dave's Marketplace to Locate at Quonset's Gateway

Local Grocer Calls Opportunity "Perfect Fit"

Dave's Marketplace, a locally owned and operated grocer, will be opening a new store at the Quonset Gateway, New Boston Development Partners announced this week. Construction is moving quickly at the Gateway, a mixed use project that will have office space, research and development, community space, restaurants, a hotel and retail space.

"The Quonset Gateway is a perfect fit for a new Dave's Marketplace," said Bob Fabiano, Director of Store Development for Dave's Marketplace. "The new market will provide great fresh produce and seafood, a butcher shop, baked goods, and, of course prepared foods made in our own kitchen, including our homemade Dave's on the Go meals."

The $144 million Gateway project is projected to create 2,165 full-time jobs, most in the office sector.

Quonset Ready for Busy Airshow Weekend

This weekend Quonset will host the Rhode Island National Guard Open House and Airshow. With nearly 100,000 people expected to attend, the Airshow provides an opportunity for scores of Rhode Islanders

to see first hand the transformation of the Quonset and Davisville Navy Bases into today's thriving Quonset Business Park. Now in its 16th year, the Airshow will feature an Army Special Operations parachute demonstration, a performance by the British Red Arrows and several other aeronautical demonstrations.

In preparation for the weekend, QDC has coordinated a parking plan with the Air Guard, making ten large lots available, and cutting three large fields for additional parking on both the Quonset and Davisville sides of the Business Park.

New Offices, Lab Space Proposed

Developer to Invest $2.4 Million

D.S. Nelson Co, Inc. says it plans to construct a 30,200 square foot building in the Business Park's Commerce Park District to house offices and labs in business condominiums.

The Board of the Quonset Development Corporation (QDC) voted to authorize a purchase and sales agreement with D.S. Nelson Co. for the sale of 3 acres for $375,000. The developer proposes investing $2.4 million to build the structure which will be split into four business condominiums.

The purchase agreement is subject to approval during the due diligence period.

Bulkhead Replacement Update

Bulkhead replacement construction south of the Davisville piers is well underway. All steel bulkhead sheets were installed in early May. Installation of earth anchors, drainage and backfilling is continuing on-site.

Just out of curiosity, are there any plans in place to build an interchange between I-95N and Rt. 4? I don't believe there are, but maybe somebody has better information than I do. And if there aren't any such plans, then why is this broke-ass state wasting $170m to create direct highway access to Quonset when, after all's said & done, Quonset still won't have complete, direct highway access?

There is currently direct interchange between 95S and 4S and 4N to 95N. The DOT has plans for ramps to link the other 2, but they are middle of the pack in terms of priority list as of a year or two ago and I'd bet they have slipped further down the list now with the condition of all these bridges. I had contacted the DOT about these interchanges a while back out of curiosity myself.

Looking at the sattelite pic - 95N to 4S looks like a fairly simple "surface" (no bridges needed) ramp just north of the Showcase Cinema parking lot (I do know there is some wetlands in there though). 4N to 95S looks more complicated and would probably have to involve some bridged ramps to accomplish.

Gateway News: Kohl's Opens as Seabee Returns to its Perch

Despite the difficult economic climate, progress continues at the Gateway, the first major investment (over $100 million) and construction project on Post Road in North Kingstown since the Navy pulled out of Quonset over 30 years ago. Last week's Grand Opening of Kohl's was well attended by neighbors, community leaders, and a number of the 150 people who began new jobs at the store this week. Managing Director of Quonset Development Corporation Steven J. King and Town Council President Ed Cooney were joined by State Rep. Larry Ehrhardt and Town Manager Michael Embury at the ribbon cutting ceremony. All in attendance noted the progress next door of the new Dave's Marketplace, slated to open in the spring.

Patrick Cleary of New Boston Development Partners continues his outreach to local businesses who want to be a part of the exciting Gateway location. Cleary recently attended events sponsored by the North Kingstown Chamber and the R.I. EDC to make local businesses aware of opportunities at the Gateway.

Meanwhile, the iconic Fighting Seabee statue has returned to his familiar spot on the grounds of the Seabee Museum and Memorial Park at the eastern end of the Gateway adjacent to Kohl's. The Bee had spent the summer in a nearby warehouse getting some minor repairs and a new coat of paint. Members of Quonset Davisville Navy Yacht Club (QDNYC) were instrumental in the effort to paint the Gate Bee. Among other things, QDNYC members secured the donation of the special paint from Devoe Paint Company.

New Wind Farm Manufacturing

Facility Proposed for Quonset

Deepwater Wind has been chosen by Rhode Island as the successful developer to construct a wind energy project off the shores of Rhode Island. The project is expected to provide 1.3 million megawatt hours per year of renewable energy - 15 percent of all electricity used in the state. While the ideal location for the wind farm is yet to be determined, it is expected that the Quonset Business Park will have a large role to play as the site of the regional manufacturing facility and headquarters for Deepwater Wind. The Governor's Office estimates the investment will create up to 800 direct jobs, with annual wages of $60 million.

Laid Keel for 7th Virginia-Class Submarine

Electric Boat, one of the Quonset Business Park's largest employers, marked the keel laying for the Virginia-class submarine USS Missouri (SSN 780) on September 27, 2008. Navy officials, elected officials, shipyard employees and members of the Missouri crew were on hand for the keel laying ceremony which marks the first of three milestones for the ship. The other two are christening and commissioning.

The initials of Rebecca W. Gates were welded onto a plate of steel to symbolize the authentication of the keel. Mrs. Gates, the wife of Secretary of Defense Robert M. Gates, is the sponsor for Missouri, the seventh Virginia-class submarine to join the fleet.

The submarine Missouri is expected to join the fleet during a commissioning ceremony in the summer of 2010.

New Highway Access Makes Business

Faster, Easier at Quonset

Eases Traffic on Local Roads

A key economic infrastructure improvement, the newly constructed Route 403, was opened to traffic on October 23, 2008 providing direct highway access to the Quonset Business Park.

Governor Carcieri and the Rhode Island Department of Transportation (RIDOT) director MichaelLewis joined a convoy of trucks from Quonset businesses on October 22, 2008 to cross the newly completed Route 403. The new route creates dedicated highway access to support and enhance the Business Park a reality.

The $130 million Route 403 project includes construction of a new interchange at Post Road as well as a new highway interchange at Route 4.

The new highway complements the Park's other transportation infrastructure including port facilities, an airport and a freight rail line, which the RIDOT augmented with the completion of the $225 million Freight Rail Improvement Project (FRIP) in 2006.

"The transportation infrastructure is key to unlocking Quonset's economic potential," said Saul Kaplan, Executive Director of the Rhode Island Economic Development Corporation and Chairman of the QDC board.

The new route will also remove Business Park traffic from local streets. Final construction on the highway and associated ramps is nearly complete.

Rhode Island Mooring Service Expands in Quonset

Rhode Island Mooring Service (RIMS) is the most recent Quonset Business Park company to announce an expansion. RIMS, located at Little Allen's Harbor in Davisville, has grown from one acre with only

four slips and one building to a business that sits on seven acres of land with 94 slips. It offers full winter boat storage, service boat repairs and mooring installation.

Additionally, the company provides design, engineering and permit processing, complete maintenance for over 200 power and sail boats and services over 700 mooring customers each year. The expanded facility will be landscaped with "park-like" grounds, featuring a beach, grills, tiki huts, picnic areas and kayak racks.

RIMS owner Richard DeSalvo complimented the Quonset Development Corporation's help in facilitating his business growth. "It's a great spot," said DeSalvo in a recent Jamestown Press article.

Business Opportunities Still Available at Quonset Gateway

There are many opportunities available for local businesses at the Gateway and throughout the Quonset Business Park.

The finished Gateway will include 765,000 square feet of new office, hotel and retail space. Recent developments at the Gateway include Kohl's grand opening in October and continued construction for a new locally-owned Dave's Marketplace and Lowes. The open air center is offering retail spaces from 1,000 - 6,500 square feet and office spaces from 1,000 - 10,000 square feet.

Global Diagnostic Leader Opens

New Quonset Headquarters

Unetixs Vascular has opened its new Quonset headquarters. The company is an international leader in the design and manufacture of instruments for the diagnoses of vascular disease. The new 30,000 sq.ft. headquarters in the Business Park houses the company's R&D, design, manufacturing, sales and education operations. Unetixs made the decision to purchase land, construct its facility and expand in the Quonset Business Park after having to vacate a smaller leased facility to make way for the Air National Guard expansion. QDC leadership was instrumental in crafting a flexible package that kept the company at Quonset. Unetixs, which employs 42 people, also has a training facility at Quonset where medical personnel can learn how to use the company's equipment.

Forum Highlights QDC's Careful

Stewardship of Water Resources

Quonset's water conservation initiatives were highlighted at a recent forum sponsored by the Coalition of Water Security. The forum provided an overview of the challenges facing Southern Rhode Island's shared water supply. QDC Managing Director Steven J. King, P.E. told the group that the Business Park only allows outdoor watering at night and bans it entirely during drought conditions. Businesses at the Park also get a 25 percent rebate for installing low-flow toilets and faucets. QDC also uses low-flow fixtures, stores rainwater in cisterns for outdoor watering and landscapes with drought-resistant plants.

The forum discussed the nearly ten-fold increase in household water use during the summer, due largely to the watering of lawns and gardens. State and local officials at the forum said new conservation efforts were needed to address this, and other, water supply challenges.

Bike Path Construction to Begin Soon

Welcome New Amenity for the

Business Park and N. Kingstown

The bids for the Quonset Business Park shared use bike path were opened on November 6, 2008. The tentative low bidder is Fleet Construction with a price of $1.35 million. Construction is expected to begin by the end of the month. The North Kingstown public works department will work with the Quonset team to monitor progress and keep abutting residents informed about developments during construction..

The 2.4 mile, 12-foot wide bike and pedestrian path will be sited along the northern and western boundaries of the Quonset Business Park.

Business Park Roundabout

Named in Honor of Paul Sams

Recognizing the significant contribution and unwavering dedication of former Quonset Development Corporation (QDC) Board Vice Chair M. Paul Sams, the QDC Board voted Monday to name the new roundabout serving Davisville Road, Gate Road and Romano Vineyard Way in his honor. Sams brought his insight and thoughtful contribution to Quonset, serving first on the board of the Quonset Davisville Management Corporation and then on the QDC Board. A retired Marine Colonel, Sams was the commanding officer of the Marine Barracks at Quonset Point between 1969 and 1972. He passed away unexpectedly on January 17, 2008.

QDC, are you guys in contact with the folks at Raritan Center, NJ about short sea shipping between them and Quonset?

Casey last week predicted "level" employment of 2,000 workers at Quonset next year, with a likely rise to more than 3,000 employees in the next five years, as annual submarine production jumps from one to two vessels.

Additional trade workers, engineers and designers will be needed as EB ramps up to increase production to two submarines a year. The company, says it is already increasing its workforce in nearby Groton, Connecticut and is set to hire 650 skilled workers, the majority based at EB's Groton facility in late winter and early spring.

The Rhode Island National Guard broke ground on two major training facilities at Quonset, marking the latest in a series of modernization and expansion efforts over the last six years by the Air and Army National Guard.

In this new round of modernizations, the Army National Guard is replacing its World War II-era aviation facility, and the Air National Guard is building a new cyber-space focused training unit at Quonset. The combined federal investment totals $48 million.

The continued presence and investment in the Air and Army National Guard facilities at Quonset, particularly in recent years, stimulates the state's economy by providing benefits for several local companies. The National Guard as one of the state's largest employers is a continued source of federal funds for Rhode Island.

Both of the new projects are ideal fits for Quonset with its vast military history and new focus on technology driven job growth.

Wreaths Across America Makes a Stop at Quonset

Two 18 wheelers, filled with Christmas wreaths stopped at Quonset on their way to the Arlington National Cemetery where the wreaths were laid on the graves of fallen soldiers.

The Wreaths Across America convoy, stopped for a special ceremony at the Seabee Museum and Memorial Park. The ceremony honoring our nation's fallen heroes recognized the mission of the Wreaths Across America to "Remember ... Honor ... and Teach."

Wreaths Across America was started by Morrill Worcester from the Worcester Wreath Company of Harrington Maine and has expanded since it began 15 years ago, with approximately 105,724 wreaths being laid in cemeteries across the country this year alone.

8,800 Jobs, 164 Companies at Quonset as 2008 Ends

The latest figures for employment at the Quonset Business Park show the job number at 8,842, employed across 164 companies inside the park. 2,400 of those jobs were created in the last 3 - 4 years. Over $170 million dollars in private investment has been made at the park over the last four years, with another $126 million in the pipeline.

Job growth is expected to continue over the next five years, including an expected 1,000 new positions at submarine manufacturer Electric Boat. One of Quonset's cornerstone companies, EB has already invested $30 million over the past three years in modernizing and expanding its facility, and is shifting more of its manufacturing work to Quonset. "Not only do the thousands of jobs provide employment opportunities during a difficult economic time, but the workers at the facility also act as consumers within the commercial sector of the park," said Steven King, managing director of the QDC.

300 New Jobs at the Gateway

The Gateway at Quonset Point continues to grow with recent openings of two retail stores, and other local businesses planning to arrive soon. Lowe's and Kohl's have both opened new stores in the mixed use development that serves as the Business Park's front door, bringing with them over 300 new jobs.

The Gateway at full build out is expected to generate over 2,000 jobs, most in the office sector. The project will encompass 72.5 acres with office, retail, hospitality, restaurant and green space, all with a pedestrian-friendly, "Main Street" feel.

In addition to national companies, the Gateway has also attracted popular local retailers. Locally owned and operated grocery store Dave's Marketplace is set to move into its 23,000-square-foot space in the spring. North Kingstown-based ice cream shop Inside Scoop has also signed on to open a franchise at the Gateway, complete with outdoor and indoor seating.

Davisville Sees Auto Imports Grow 85% in Fourth Quarter

The Port of Davisville at Quonset has experienced continued growth by auto importer North Atlantic Distribution (NORAD), with Volkswagen relocating its imports from Wilmington, Delaware. An 85% increase in auto imports in the last quarter of 2008 has already resulted in the addition of 75 new jobs at NORAD, bringing its workforce to approximately 300. This has created demand for longshoremen, since many of the cars arrive by boat. NORAD is leasing an additional 15.5 acres to support its port imports - for almost $2.8 million over 10 years. The port generated over $1.75 million in revenue last year in dockage, wharhage, tariffs and lease income.

In his annual State of the State address, Governor Carcieri included the Quonset Business Park as an important part of his strategy to position the state for the future and as a place where already aggressive work is producing results.

"In the area of renewable energy production, we have moved aggressively to make Rhode Island home to the first offshore wind project in the nation. DeepWater Wind, the company that will develop the project, will help us reach our goal of 20% of our state's energy being derived from renewable resources. In doing so, they will be adding 800 green collar jobs at Quonset - jobs that will help both the economy and the environment - as opposed to jobs that might put our bay at risk," Governor Carcieri said.

The Governor recognized the momentum at Quonset, pointing out that over 2400 new jobs have been added in the last four years and there has been $170 million in private investment with another $126 million in the pipeline.

Electric Boat Expanding, Again

Electric Boat is continuing to grow as it ramps up to produce two Virginia Class submarines each year. The Quonset Development Corporation Board approved a five year lease agreement with the defense contractor for a 125,000 square foot warehouse and assembly building. The lease will bring in $418,000 in rent each year and generate approximately $63,000 annually in Payment in Lieu of Taxes (PILOT) payments for the Town of North Kingstown. Electric Boat has already added 300 jobs over the last year, from 1,900 to 2,200, and expects to incorporate another 1,000 jobs over the next few years.

Massive Turbine Transport Project at Quonset Business Park

Highlights Potential for Emerging Energy Industry

Illustrating Quonset's potential as a Center for the Emerging Energy Industry, and Governor Carcieri's commitment to developing the state as a major hub in the renewable energy field, a massive wind turbine was loaded onto a barge for transportation across Narragansett Bay on February 6, 2009. The turbine, partially funded with help from the state's Renewable Energy Fund, will be located at the Portsmouth High School and will be able to generate up to 60% of the town's municipal energy.

"As you can imagine, moving these massive turbine parts presents transport challenges and requires special care," said Richard Talipsky, Chair Portsmouth EDC. "Quonset's water access, ability to accommodate the heavy load on its pier and availability of barge service makes it a great option since the overweight turbine parts cannot be transported across the Jamestown Bridge."

"Today underscores the great potential for Quonset to become the center for the renewable energy industry in Rhode Island and the Northeast," said Governor Donald Carcieri.

Things are really happening at Quonset! That was the general consensus from the Newport Rotary after a luncheon presentation from Quonset Development Corporation Managing Director Steven J. King and Port Director Evan Matthews.

"Quonset has a great story to tell about our momentum and growth that offers opportunities and benefits for the entire state, including across the Bay at Aquidneck Island," said King. "The folks on Aquidneck Island are valuable neighbors for the Business Park who have always been interested in development at Quonset and I appreciated the chance to update them about our progress and look forward to ongoing dialogue"

The club invited King to speak after reading about the recent growth at the Port of Davisville and progress in positioning the Quonset Business Park as a hub for the emerging energy industry.

Importer than Baltimore, L.A. and Savannah

Quonset's Port of Davisville now ranks as the fifth busiest auto importer in North America, according to new statistics compiled by PIERS Maritime Research Services and the Quonset Development Corporation (QDC). The PIERS data, which analyzed the top 37 auto importers on the continent for the time period November 2007 to October 2008, found that the Port of Davisville has now surpassed ports in Baltimore, Los Angeles, Vancouver, and Savannah, among others. "This new ranking is great news for Rhode Island and Quonset," said J. Michael Saul, Economic Development Corporation (EDC) Interim Executive Director and Chairman of the QDC Board. "The growing auto import business at the Port has already created new jobs at the waterfront and we anticipate further increases." Recent rail and highway improvements, along with competitive tariffs, dockage and wharhage fees at the Port of Davisville positioned the Port of Davisville for the recent growth, said Steven J. Senate Panel: 'Impressive Progress' at Quonset

Strong Performance Reflects "Outstanding Leadership" at QDC, Senate Group Says

Quonset is making "impressive progress," according to a recently released report by a State Senate commission convened to review the approval process for projects at the business park. "These results are a reflection of the outstanding leadership at the Quonset Development Corporation," the panel's report continued.

The commission report cited Quonset as home to 8,800 jobs at 164 companies on the former Navy base. "2,400 of those jobs were created in the last four years," the report said. "In the same time period, over $170 million in private investment has been made at the park."

Members of "The Special Legislative Study Commission to review the Project Approval Process for the Quonset Development Corporation" included representatives of the R.I. State Senate, the Town of North Kingstown, the State Division of Planning, the R.I. Economic Development Corporation and the QDC.

The commission discussed the Gateway project, a mixed-use development that will ultimately result in a total investment of $144 million at the Post Road site. Today, the successful project has created 300 new jobs in its very early stages, and produced increased tax revenue for the Town of North Kingstown and the state.

All the commission participants were "generally comfortable with the existing processes at the state and local levels" the report found.

North Kingstown Town Manager Michael Embury wrote that "The relationship between the parties is much improved" and offered a minor change to the current process. All parties were in general agreement on Embury's proposal, which would require the Town Planner to offer an opinion within 15 days about whether a project at Quonset complies with the Town's Comprehensive Plan. The final decision on whether to move forward with a project at the Business Park would remain solely with the QDC Board of Directors.

"We're pleased that an independent group has recognized the hard work and success of our team here at Quonset," said Steven J. King, P.E., managing director of the QDC. "We will continue to work with everyone to build on that momentum."

The panel was chaired by state Sen. James Sheehan (D - North Kingstown, Narragansett).

Mixed-use community welcomes Rhode Island's

largest independent grocer, spurs economic growth

The Gateway at Quonset celebrated the opening of another retail tenant on May 15, 2009 with the grand-opening ribbon cutting ceremony for local grocer Dave's Marketplace. Dave's Marketplace, which reflects New England style architecture, has almost 25,000 square feet of space and has been modeled after a Martha's Vineyard village to create a quaint atmosphere for shoppers.

The grand opening of this locally owned and operated grocery store comes just a few months after the opening of the Lowe's Home Improvement store in January, and Kohl's department store in October of 2008.

"The Quonset location is ideal for our new Dave's Marketplace. We look forward to serving the needs of the almost 9 thousand workers that come to the Business Park every day," said Bob Fabiano, Director of Store Development, Dave's Marketplace. "In addition, the Gateway at Quonset includes great open space for shoppers to stroll, there is direct easy access, and the combination of Kohl's and Lowe's will attract shoppers into the Gateway."

Deepwater Wind Signs Letter of Intent with QDC

The Quonset Development Corporation and Deepwater Wind have signed a letter of intent for lease of 117 acres to use as a staging area, assembly site, and regional headquarters for an offshore wind farm facility. Deepwater says the $1.5 billion project is expected to create 800 jobs. On June 29, 2009, the QDC Board is expected to consider approval of a 10-year lease for three parcels in the business park that Deepwater would use to assemble the more than 100 turbines it plans to install in state and federal waters off the coast.

"Quonset, from a strategic point of view, is very important," said Bill Wall, company vice president of marine construction and operations.

The Quonset Development Corporation (QDC) Board of Directors approved a development agreement/lease option with Deepwater Wind for 117 acres at its board meeting June 29th. Deepwater plans to use Quonset as a base for manufacturing, assembly and launching of wind turbines. The project, which is expected to create 600 - 800 new jobs, marks a significant investment in the emerging energy industry at the Quonset Business Park. The 10 year lease for $20.7 million also includes options for an additional 10 years.

Delicate Salt Water Marsh Ecosystem Restored in Davisville

The QDC has nearly completed work on a salt water marsh restoration project near the Davisville piers. The project involved killing phragmites, or common reed, which had taken over the marsh area on the south side of the piers with a complex root system that was disrupting the ecosystem. After spraying and cutting away the phragmites, a construction team dug and reconfigured pre-existing channels. This allowed for the proper balance of salt and fresh water to enter and move through the marsh area. Allowing salt water to again access to the marsh will make it impossible for the invasive plants to thrive, and the appropriate biological diversity can be restored.

Oversight for the project was provided by the Maguire Group, with work by Natural Resource Services' Scott Rabideau and John Rocchio Corporation. QDC would also liketo recognize the valuable input and cooperation from Coastal Resources Management Council.

QDC Joins North Kingstown Family in Placing a Granite Memorial Along the New Bike Path

When the new Quonset bike path formally opens next month, users will note a commemorativegranite marker will be in place near one of the path's park benches. The stone isplaced in memory of North Kingstown's Stephen Kareemo who died in August 2000 at age 34. QDC worked with Stephen's family to build and place the 12 by 16 inch markerat the entrance to the new shared use path. The peaceful outdoor location was especiallyimportant for Steven's parents, who live nearby.

"For my parents to go to the grave site, it's not a pleasant experience at all," said Stephen's brother, David, who initially contacted the QDC for help on the project.
