MetLife: Leaving Hartford or Staying?

Whatever the solution is, Hartford has to take an active and forceful role because the state government obviously does not give a damn. In my opinion state is not the hand that feeds Hartford, state is the pusher who gives Hartford a temperately quick fix once in awhile if Hartford behave and beg. I am not sure if Hartford can legally forgo state funding and tread state just like another entity that Hartford can assess property value and tax accordingly, but if it is possible Hartford should consider all options.
