It's a comprehensive document. I think if you want to engage the public, you also need to add a very simple document that summarizes that document in easy to understand terms. For example if you want to engage the public for input, the document should provide why it's needed to have the study, clear goals,and what you would like the public to provide as input. It should be no more than one or two pages if possible. You can get into the nitty gritty once you get people interested in the planning.

BTW, I worked for a short while in Lexington in the late 1980s so I personally hope the best for you guys.
