Thirman Milner to run for Mayor

So, Thurman Milner, who was mayor for the better part of the 80's (currently 73 years old) is exploring the option of running for Mayor. So, here's my question: Why? I understand his concern for the city, but I'm not sure what he's trying to accomplish here. He would not have much of a shot, in my opinion, and I'm not sure what point he's trying to make. Also, I'm familiar with him, but not his record as a former Mayor. I wasn't of an age where I really cared about the Mayor of Hartford until around the Carrie Saxon-Perry era. I know this city has been mismanaged heavily in the past, one could assume this legacy could fall on his shoulders as well, so why should the people of Hartford want that back?
