There is nothing on the city's books that can stop it other than a down-zoning, which would certainly result in a lawsuit from Crescent.

The city has no architectual review criteria, so as long as it meets building code, zoning code, and is outside of the few designated historic districts.

Other cities, such as Boston, have lengthy review processes in which the public would HAVE to be engaged be the developer, shown multiple renderings, traffic studies, shadow effects, groundwater effects, etc. etc. etc.....and the developers would HAVE to make good-faith concessions. It only gets tougher from there as the planning office can chose not to sign off on the project without meeting some version of subjective aesthetic guidelines. Then, the zoning board of appeals would have to approve it (assuming it doesn't meet zoning code, which few large projects ever do) and have to meet their stright controls. Finally the mayor needs to approve it, so it needs to meet his idea of suitable design, and ultimately his constituents, because he doesn't like negative press.

Therefore, 3-5 years later a project can proceed, after being designed by committee. A lot of uniqueness is invariably lost, though seldom does absolute crap get built.

Really, the best path for Charlotte is to embrace some version of form-based zoning. I don't ever expect it to reach the level of NYC (where essentially every block is precisely and indidually zoned), but certainly something along the lines of Charlotte's overlay districts being applied city-wide to accompany small-area plans would be a step in the right direction.

The first round of building permits for this development are now approved/issued. The footing foundation permits have been issued.

Nothing in the permits indicates any changes from the previous renderings we have seen. Wood frame structure split into about 5 or so different buildings. :(
