Ooooh, this is going to be a tough one to debate. While it doesn't receive that much traffic, it is true that it is heavily traversed by cyclists and joggers. At times, it's very dangerous to drive on, especially in the winter, but very scenic and beautiful. I'd say just widen it a bit and add some guard rails and stuff. Maybe a bike path should exist on the other side of the guard rail instead of an actual lane for some added protection.
