The author contends that Connecticut's home-rule system, which puts municipalities--rather than the state or counties--in charge of wetlands management is a model for the rest of the country.

Of course, this is the same system that promotes the type of sprawl that depletes open-space, including wetlands, and contributes to run-off and pollution.
