Downtown Parking in the City

Came across this article that talks about Seattle's attempt to strike the right balance between growing a population and the increased potential traffic from cars that come with it. Of particular note are the words:

"City Hall's strategy is to offer just enough parking to keep shoppers and diners coming to neighborhood businesses, yet keep it scarce enough to push those who work there onto buses, sidewalks or bicycles."

Anyone want to discuss what lessons Memphis can learn from this? Memphis certainly doesn't have as vibrant a downtown as Seattle. And Memphis'Farmer's Market is only in its 2nd year and can only hope to become something like Pike Street Public Market. But if Memphis hopes to get there, what lessons can Memphis learn today to grow in the right direction to a downtown it aspires to?
