I saw this article this morning in the Arizona Daily Star and it actually answered some questions I had about this place:

Former town in N.M. now anti-terror training site

There is an exit for it on I-10, but relatively few people actually come here. It's actually off of the highway by a couple of miles. I went a little over a year ago just to see what it was, and found a really weird place that seemed almost totally abandoned.
