I would say that 15,000 would be attainable by 2025, but I suspect that the "downtown east" and "old south" areas will also see some improvements in that time frame.   Downtown would become the more established, higher end area (particularly with a few newer high/mid rise residential buildings) surrounded by younger and more middle class areas (similar to what downtown is today).  

With the new Water Campus and Entergy site redevelopment on the horizon I think this are will become a lot more stable population wise and far more established. It will develop a true sense of place and being. Sacred Heart will also benefit greatly from it. Younger middle-class/upper-class families will mean some parish growth and improvement. 

Overall this area is looking up and up. Great news.

Ridiculously Wet Summer here in BR make construction progress tough(10"+ inch rainfall surplus?)....getting 3 straight Sunny/Dry days around here is asking a lot!   This is one of the Downtown projects i planned on taking some updates pics....eventhough it's dry today..the Sun refuses to come out making for some lousy lighting.

The completion of the Lofts at 6C, a 142-unit apartment complex downtown, has been delayed until late spring or early summer of next year, says developer John O. Hearin.

Ground broke on the complex—downtown’s largest apartment project to date—last December and it was originally expected to open in January 2018. The project spans an entire downtown block from Florida to Convention streets along Sixth Street.

“The weather has been tough but we are making good progress,” Hearin says. “Once the framing starts we will be able to make a better prediction for an opening.”

Disappointing things aren't moving faster, but hopefully a later opening will coincide with a stronger economy.

Rhorer noted the DDD’s years of not only studies and long hours of community meetings and engagement, but a lot of creative financing; precious little city-parish investment went in downtown, unless it was leveraged by big state investments in the terms of Gov. Mike Foster, or other investors like the Baton Rouge Area Foundation.

The game-changing Shaw Center for the Arts, for example, was funded by the state, LSU and private donors. The development got a small city-parish investment for landscaping only after two votes and much lobbying of the Metro Council.

Every advance in downtown was, in turn, the target of captious criticism. Nobody would ever go out to eat there. No one is safe there. No one will live there.

All have been proved wrong.

It would be rash indeed to believe that Baton Rouge’s native negativity will not be turned on future projects, particularly as there is less to immediately work on in spread-out areas.

The notion that there is a magic spigot of money for community revitalization is also unrealistic. The downtown area is a big tax contributor, particularly per square foot; any suburban area requires much more spread-out infrastructure, roads and sewers and sidewalks and the like. That is inherently more expensive.

Downtown's successive plans were often dismissed as just paper, when in fact layers of professional planning are needed to qualify for federal funding or other grants. Nor will those plans necessarily be exciting as that led by world-renowned designer Andres Duany for Plan Baton Rouge, the downtown master plan in 1998 that inspired many and thus imposed a political cost to those opposing downtown redevelopment.

This multilevel plaza, with its winding water feature, will be enhanced with new lighting, landscaping and a sound system for its little-used amphitheater. The $450,000 project should be complete by summer 2018, says Downtown Development’s Davis Rhorer.

River Center Theatre

The midcentury-style interior dating back to its 1977 opening will be transformed, including new seating and VIP boxes. The lobby will get an expansion with a floor-to-ceiling glass exterior, metal panels and modern signage. The city-parish owns the theater, and its $18 million renovation should begin in mid-2018, according to news reports.

The former grotto-like space with multiple stepped entries is getting flattened out into a wide lawn. While attendees of downtown festivals are accustomed to seeing performances on the Galvez stage from the Town Square side, the revamp will provide three times the amount of space for attendees on the other side, Rhorer says. The project—at the price of $3.9 million, according to initial reports—should be completed in January.

Riverfront upgrades, New Signage and More!

As 2017 is coming to a close, we take a look at a few recent happenings, as well as things to look forward to in 2018. Stay tuned as we will continue remembering 30 years of the DDD into the new year!

Last Friday, we celebrated the 2017 Festival of Lights with one of the largest crowds ever to attend this holiday kick-off event. There are still exciting things ahead, so make your holiday plans to attend the many holiday events throughout this month.

IMPROVEMENTS TO ARCHITECTURE AND GREENSPACE
In 2018, you will see a major revamp to some of the most recognizable places downtown. Improvement are being made to City Hall Plaza, Riverfront Plaza, and River Center Theatre to increase pedestrian circulation and function.

RIVERBOAT VISITS TO SOAR IN 2018
The 2018 riverboat schedule was recently released by Visit Baton Rouge, and there are 106 stops planned at our riverfront dock. This is a 25% increase in visits over 2017, as we will welcome an average of 2 boats per week to our great city.

Riverfront Plaza and the levee area/dock are the critical first and last impressions for the thousands of visitors from the boats. It is extremely important that they always look first rate. In the spring of 2018, improvements will begin to Riverfront Plaza, and will be complete in the summer of 2018.

WATER CAMPUS
The landmark building for the Water Campus, the Center for Coastal and Deltaic Solutions will be opening in mid December. The building will feature an interpretive gallery, exhibit areas, offices as-well-as meeting and conference facilities.

RAISING CANE'S RIVER CENTER UNVEILS A NEW SIGN
In November, the Raising Cane's River Center installed a new state of the art marquee with colored lights that can be seen from the Mississippi River Bridge. The lights can be programmed to different colors, similar to the Mercedes-Benz Superdome in New Orleans.

NEW SIGNAGE FOR THE DOWNTOWN RIVERFRONT
15 new wayfinding kiosks will appear later this winter on the downtown riverfront. These Kiosks will identify your location on a colored map, and give a description of the area you are in. In addition, new pedestrian directional signs will be installed along River Road.

LAW OFFICE BREAKS GROUND
The offices of Spencer Calahan have broken ground for a new $11.5 million office building at the southern end of downtown. The location is visible from the Mississippi River Bridge.spencerC_emailbody.jpg

City Hall plaza
Coming This Spring!

City Hall Plaza is set to be complete in the coming weeks!

The renovation of City Hall Plaza is replacing the underutilized and harsh hardscapes of the old plaza with a large green lawn and shade trees. City Hall has also been incorporated into the City Hall Plaza Master Plan by extending its western entrance closer to 'The Crest' sculpture and into the greenspace with a floating "porch." These improvements to City Hall are one of the last components to the 'Central Green' concept which establishes 11 contiguous acres of greenspace in Downtown!

The redesign will also provide better circulation throughout the City Hall and River Center Campuses and allow the Galvez Stage to be viewed from both sides. ADA accessibility will be improved, as the once open area above the underground parking by Galvez Stage and 'The Crest' has been covered and will allow access from both sides of the stage.

Please stay tuned for the announcement of the City Hall Plaza ribbon cutting ceremony and join us this Spring festival season to enjoy this remarkable new space!
