They are gradually trying to redo the tunnel system. Expect a whole lot more of this in upcoming years.

The portion in front of the UGLi had the pavement spraypainted [No Parking here, damaged tunnel beneath]

I'm really tired of it all. This ongoing tunnel replacement plan has been inconvenient, no matter where it occurs on campus.

Oh, and I also wanted to say that I'm tired of missing pavers on the diag. Someone is going to get their college tuition free when their bike tire hits a gap and they flip and crack their head open. I don't know why the U allows such liabilities to exist.

Oh it's actively used alright. Even many of the new buildings are steam powered. That's why we have the central powerplant. So yeah, steampipes, waterpipes, electrical conduit, gas lines, communications.

The issue here, is the system needs to be modernized, which I definitely see the need for. I just don't like the sporadic pick and choose locations for repair when they should just repair one whole quadrant of the campus at once, and be done with it.
