Looks like city government, courthouses, etc, which would have been moved across the street to where they are today.

Across 4th street.

That block has always been City-County services of all types.  Generally those buildings had lower (lowest) floor for places citizens frequented and upper floors for administrative, accounting and other maintenance of municipal activities. Elections, register of deeds, clerk of court, jurors and such on lowest floor(s) and the rest upper.

The current courthouse between 3d and 4th streets was designed by Harry Wolf, a "star" architect in Charlotte and was quite the architectural sensation at the time
